I just got 4 of them big beach tires and it has the bar attached to two tires the same with the other two tires. I have lots of pvc pipes and vinyl fence. all I have to buy is bolt's and screws. I hate to say these but I need a picture I can't follow it any other way If I see I can build it thank you for anyhelp..

I had some plans saved on my old computer that I found somewhere, but I thought they might be in the FSF archives. I'll keep looking.
